Addis Ababa (AMECO)- Ethiopia’s Ministry of Urban and Infrastructure has partnered with the Information Network Security Administration (INSA) to launch a secure, digital land registry system aimed at safeguarding citizens’ property rights, reducing corruption, and boosting municipal revenues.
Under the newly signed agreement, the two state agencies will overhaul national land administration by deploying advanced 2D and 3D cadastral mapping and expanding “e-Land” digital services. The initiative is designed to address systemic vulnerabilities in paper-based property management by combining legal, physical, and comprehensive cadastral data into a single, unified digital system protected by state-level cybersecurity.
Bizualem Admasu, lead executive for land and cadastre at the urban ministry, said modernising land administration through an integrated cadastral framework is crucial for protecting individual tenure security, attracting investment, and increasing internal municipal revenues. Shifting from physical records to automated digital systems provides a direct structural solution to public sector graft and administrative inefficiencies that have historically plagued property transactions.
To ensure data integrity, INSA will oversee the cyber architecture protecting sensitive land and ownership records from tampering, data breaches, and fraudulent title issuing.
Biniyam Abebaw, director of geospatial and smart payments, emphasised that land data represents a critical national asset. He noted that the collaboration between urban planners and cybersecurity specialists is essential to guarantee seamless system interoperability, enable smart payment integrations, and provide citizens with reliable, tamper-proof property services.
