She urged incoming representatives to prioritise rigorous legislative scrutiny, policy evaluation, and active community engagement over partisan or group interests.<\/p>\n<p data-path-to-node=\"10\">The structural reforms follow an internal review of the council\u2019s sixth term, which recorded notable strengths but also revealed persistent gaps in constituency representation and executive monitoring.
