Federal authorities allege that despite initiating attacks across various areas, the group routinely adopts a narrative of victimhood whenever met with state military counter-responses.<\/p>\n<p data-path-to-node=\"6\">Drawing on local Ethiopian idioms\u2014notably that &#8220;a leopard cannot change its spots&#8221;\u2014the commentary characterises the TPLF as an incorrigible faction reliant on armed insurgency, misinformation, and the incitement of inter-communal conflict.
