Dr Mengesha Fentaw, head of the bureau, reported that these measures helped collect 93bn Birr against a 100bn Birr annual target, bolstering the region\u2019s ability to fund its operational costs.<\/p>\n<p data-path-to-node=\"9\">However, the committee identified clear limitations to the strategy. Hanan Abdu, chair of the standing committee, noted that while digital infrastructure has expanded, revenue growth remains constrained by low tax compliance, informal receipt trading, weak auditing, and digital illiteracy among local merchants.<\/p>\n<p data-path-to-node=\"10\">To streamline public spending, the Planning and Development Bureau introduced a region-wide digital monitoring network. Dr Muluken Adane, an advisor to the bureau, confirmed that more than 1,800 new public projects across health, water, agriculture, and education were onboarded into a central database \u2013 achieving a 100% data integration rate for the fiscal year. The system allows lawmakers to track capital allocation directly against the state\u2019s 25-year development masterplan.<\/p>\n<p data-path-to-node=\"11\">On expenditure control, the Finance Bureau implemented new regulatory frameworks to curb illicit cash flows and manage the 225bn Birr budget allocation.
